E7 wins immediately

When you already have M365 E5 + Copilot deployed, and want Entra Suite + Agent 365 added.

For an organization at 500 users, that is $108,000/year of savings β€” enough to fund the deployment work to actually use Agent 365 and Entra Suite well.

Action: At your next renewal: convert E5 + standalone Copilot + Entra Suite + Agent 365 to E7. Lock in 3-year term to hedge against further price changes.

E7 wins after a Copilot pilot

When you have M365 E5 today and want to deploy Copilot + Entra Suite + Agent 365 over the next 6-12 months.

Right sequence: deploy E5 first, run a 50-200 user Copilot pilot for 3-6 months on standalone Copilot licenses ($30/user/mo). Once adoption justifies organization-wide Copilot (typically when weekly active passes 50% in the pilot), transition the whole organization to E7 at the next renewal point.

Action: Negotiate a renewal that allows mid-term SKU swap from E5 to E7 once pilot success metrics are met. Microsoft will accommodate this for committed multi-year EAs.

E5 + standalone Copilot wins (for now)

When you only need Copilot for a subset of seats β€” typically knowledge workers, not the full headcount.

Selective Copilot licensing pattern. Buy E5 across the org for the security + compliance baseline, then layer standalone $30/user/mo Copilot only on the ~40-60% of seats that are actually corporate-knowledge-worker roles. Frontline workers, field staff, retail floor β€” these roles do not need Copilot and licensing them is waste. Net cost typically lower than blanket E7.

Action: Audit your seat distribution by role. Buy E5 for everyone, Copilot for the corporate-knowledge cohort, and revisit at renewal as adoption matures.

Wait β€” do not commit yet

When you are still on Business Premium / E3 and have not built the Copilot governance foundation.

E7 is not a get-out-of-jail-free card on the SharePoint oversharing problem. E7 includes the Microsoft Entra Suite (Entra ID Governance, Entra Internet Access, Entra Private Access, Entra Verified ID β€” about $12/user/mo standalone) and Microsoft Agent 365 (the new agent control plane β€” $15/user/mo standalone). E5 + standalone Copilot only gives you E5 + Copilot β€” the identity governance and agent management layers are extra. For organizations adopting Copilot Studio agents at scale or running multi-vendor AI (Salesforce Agentforce + ServiceNow Now Assist + custom Studio agents), Agent 365 is meaningful enough that the E7 bundle becomes the right buy.

Does E7 include Copilot Studio?

No. Copilot Studio (the low-code platform for building custom AI agents) is licensed separately starting at ~$200/mo per tenant for 25,000 messages, with message-based metering. E7 includes M365 Copilot (the productivity assistant) and Agent 365 (the management control plane for agents) β€” but the Copilot Studio platform license for BUILDING custom agents is its own line item. This is consistent with how Power Platform premium SKUs sit outside the M365 SKU lineup.

How does the Cowork integration with Anthropic Claude work in E7?

Copilot Cowork β€” Microsoft's integration of Anthropic Claude inside the M365 Copilot tenant β€” is included with E7 on the Frontier program rollout. In Frontier-program tenants, you can route Researcher reasoning and Copilot Studio agent reasoning to Claude Sonnet 4.7 or Opus 4.7 instead of (or alongside) OpenAI models. Tenant data does not leave the Microsoft service boundary; Anthropic does not retain or train on tenant data routed through this surface. Full Copilot for Word / Excel / Outlook still uses OpenAI models β€” Cowork is specifically for Researcher and agent reasoning.
